Free Banners: Terms of Use
Banners are free to use (download them, please) with the following exceptions:
- You may not link directly to the banners displayed here. You must download them to use them.
- You may not claim the original design as your own.
- You may not redistribute them (for free or sale).
- You are not a paid banner designer.
If you don't fall into any of the above, then use as many as you want wherever you want.
Add your URL to them, chop them up, change the colors, it's up to you.

for businesses to use to promote their own business...
unless the business is banner design, then make your own. ;)
